Panama's Special Regimes: Zones and Tax Benefits (SEM, EMMA, Panama-Pacifico, Colon Free Zone and more).
A guide to Panama's special regimes with tax and zoning benefits: Multinational Enterprise Headquarters (SEM), EMMA, the Panama-Pacifico Special Economic Area, the Colon Free Zone, City of Knowledge, free zones and the tourism regime. Legal basis, concrete incentives and the governing authority for each.
Over decades, Panama has built a map of special regimes that combine dedicated zoning with tax incentives to attract investment, trade and services. Choosing the right regime (and meeting its registration and economic-substance requirements) can completely change a project's tax burden. This guide summarizes the main ones, with their legal basis and concrete incentives.
Informational guide, not personalized tax advice. Nearly all of these regimes require registration or a license with the governing authority and are subject to economic substance rules (OECD standards). Verify your case.

Which one fits?
It depends on the activity: SEM and EMMA for corporate and manufacturing services; Panama-Pacifico for logistics, technology and light manufacturing; the Colon Free Zone and free zones for trade and re-export; City of Knowledge for education, research and NGOs; the tourism regime for hospitality and developments. Each has its own requirements, terms and substance obligations.
