Panama Work Permit 2026: Requirements, Types and Step-by-Step.
How to get a work permit in Panama in 2026: who needs one, the types by immigration status (10% and 15% quotas, married to a Panamanian, Friendly Nations, SEM), the MITRADEL procedure and the mistakes that delay approval.
In Panama, residency and the right to work are two different authorizations. Holding a visa or residency permit is not enough to take a job: work permits are issued by the Ministry of Labor (MITRADEL) in a procedure separate from immigration. This guide explains who needs one, which types exist and how to get it.
Who needs a work permit?
Every foreigner providing services within Panama for a local employer, with very few exceptions. The rule applies even if you already hold residency: first your immigration status is resolved with the National Immigration Service, and on that basis you apply to MITRADEL for the labor permit.
You do not need one if you work remotely for clients or employers abroad (the Digital Nomad Visa expressly excludes local employment) or if you visit on a short-stay business visa, which covers meetings and errands but not employment.
The legal quotas: the 10% and 15% rules
Panama's Labor Code caps how many foreigners a company may hire:
- Ordinary staff (10%): up to 10% of the payroll may be foreign. This is the 10% ordinary staff permit, for those holding a formal offer from a private Panamanian company.
- Expert or technical staff (15%): when the expertise is specialized and hard to find locally, the quota rises to 15%. This is the expert/technical permit, which also leads to permanent residency.
Professions reserved by the Constitution and the law for Panamanian citizens (law, medicine, nursing, architecture, engineering, accounting and journalism, among others) fall outside these routes: a foreigner may not practice them even if the company has quota available.
Permits by immigration status
MITRADEL issues permit categories aligned with your immigration route. The most common:
- Married to a Panamanian — with residency by marriage, the labor permit is among the most accessible and broad.
- Friendly Nations — the Friendly Nations Visa through the employment route requires precisely a contract with a Panamanian company plus its work permit.
- Permanent residents — once permanent residency is consolidated (via economic solvency, family reunification or another route), you qualify for an indefinite permit.
- Regularized immigrants (Crisol de Razas) — general regularization opens the path to a MITRADEL permit.
- Special regimes — SEM (Multinational Headquarters), Panama Pacifico, Colon Free Zone and City of Knowledge have their own fast-track permits, backed by the company's license.
The MITRADEL procedure, step by step
- Immigration basis first. Without valid immigration status (provisional or permanent residency, or the in-process card where applicable), MITRADEL will not process the application.
- Labor file. Employment contract or company letter, payroll proving the quota (10%/15%), professional credentials where applicable, passport and immigration card.
- Filing through counsel. The application is filed by a legal representative with the ministry's forms and stamps.
- Resolution. The permit is granted by resolution and is typically annual and renewable for provisional categories, or indefinite for permanent residents and spouses of Panamanians.
Mistakes that delay (or sink) the application
- Applying for the labor permit before securing the right immigration basis.
- Companies that already exhausted their 10% quota and fail to check before hiring.
- Choosing the wrong route: a 15% expert filed as 10% ordinary staff loses the permanent-residency benefit.
- Letting the annual permit lapse: working on an expired permit triggers fines for both worker and employer.
What if my profession is reserved?
Not all is lost: you can obtain residency through another route (investment, marriage, Friendly Nations) and work in non-reserved roles within your field — for instance, a foreign lawyer as an international consultant, or an accountant as a financial analyst. We assess the right framing case by case.
