Zoning in Panama: What It Is, Who Regulates It and How to Check It.
A guide to zoning in Panama: what a property's zone code determines (land use, density, height, setbacks), who regulates it (MIVIOT and the municipalities), the zone categories (residential, commercial, industrial, mixed), and how to check the specific zoning of a lot before designing or buying.
Before buying land or planning construction in Panama, one question comes first: what does the property's zoning allow? The answer sets the use, density and height of what can be built, and it can change the value of an investment entirely. This guide explains how it works.
Informational guide; it does not replace checking the specific zoning of the property.
What zoning is
Zoning is the technical-legal instrument that assigns each property a zone code, which determines:
- The permitted land use (residential, commercial, industrial…).
- The density (people or dwelling units per hectare).
- The maximum building height.
- Setbacks and easements (minimum distances to property lines and streets, and any rights of way burdening the lot).
- The coverage and floor-area ratio (how much can be built on the lot).
It is, in practice, the parcel-level translation of the Land-Use Plan (Plan de Ordenamiento Territorial, POT).
Who regulates it
- The Ministry of Housing and Land-Use Planning (MIVIOT) holds national authority and approves zoning norms.
- Municipalities are local urban-planning authorities and coordinate with MIVIOT.
- The legal framework is Law 6 of 2006 on land-use planning for urban development and its zoning regulations.
Zone categories
The main categories are residential, commercial, mixed, industrial, institutional and public space / green areas. Within each there are subcodes that scale the intensity:
- Residential: from RR (rural, large lots, low density) and R1 (low density) up to R2, R3 and R4 (medium and high density, multifamily).
- Commercial: C-1, C-2 and C-3, from intensive regional commerce to neighborhood commerce.
- Industrial: I zones (e.g., light and heavy industry).
The exact thresholds for density, height and coverage are not uniform across the country: each local or partial plan and each municipality may have its own table. Always check the specific zoning of the property.
How to check it
The official consultation is done through the MIVIOT GeoPortal, which publishes zoning maps, land-use plans and macrozoning. Before buying or designing, obtain the zoning certification of the property, since it determines what can be built and with what parameters.

Can a lot's zoning change?
Yes, through zoning-modification procedures with MIVIOT/the municipality, which have their own requirements.
Can I build an apartment building on any residential lot?
No: it depends on the property's subcode (permitted density and height).
Where do I check zoning?
On the MIVIOT GeoPortal and by requesting the property's zoning certification.
