Naturalization is the legal procedure by which a foreign Permanent Resident acquires the full rights and obligations of a Panamanian citizen: a passport, the right to vote, and the ability to engage in activities that Panamanian law [reserves for nationals](/guias/restricted-professions-and-activities-for-foreigners-in-panama/). For the complete version of this guide, including the reciprocity table by country and the full requirements checklist, see [Naturalización en Panamá](/guias/why-you-need-naturalization-in-panama/) (Spanish).

## Legal basis

Naturalization is grounded in article 10 of the [Constitución Política de Panamá](/legislacion/constitucion-politica-de-1972/), which allows foreign-born individuals to acquire Panamanian nationality through one of three tracks:

* **5 consecutive years of residency:** for permanent residents who are of legal age, wish to acquire Panamanian nationality, expressly renounce their prior nationality, and demonstrate command of Spanish and knowledge of Panama's history, geography, and political organization.
* **3 consecutive years of residency:** for permanent residents with Panamanian-born children or a Panamanian spouse, under the same language and civic-knowledge requirements.
* **Reciprocity:** shortened timelines for nationals of Spain and Latin American countries whose own laws grant Panamanians a similarly reduced path to naturalization there.

## Requirements

The general requirements include: proof of approved permanent residency, the resolution granting that residency, a migratory status certificate, power of attorney to a licensed attorney, criminal background checks (Panama and country of origin), proof of economic solvency, a health certificate, proof of the required years of residency, and passing the History, Geography, and Civics exam administered by the Ministry of Education. Requirements can vary depending on the legal basis for residency (marriage to a Panamanian, friendly-nations agreements, etc.).

## Costs and timeline

The process typically takes 2 to 6 years, depending on the volume of applications pending with the authorities. Government fees include approximately USD 600.00 to the National Immigration Service, USD 150.00 to the National Treasury, USD 120.00 for the letter of naturalization, and USD 60.00 for the ID card, in addition to attorney's fees. Applicants may travel outside Panama for extended periods while the process is pending, though periodic returns are advisable to keep up with routine immigration procedures.

You can review the general framework at the [National Immigration Service portal](https://www.migracion.gob.pa).
