Resolution No. 201-4037 of June 22, 2018, by means of which the list of participating jurisdictions of the Common Reporting Standard ("CRS") for the exchange of information is adopted.

This Resolution, issued by the Ministerio de Economía y Finanzas (Ministry of Economy and Finance) through the Dirección General de Ingresos (DGI, the General Directorate of Revenue), establishes the list of jurisdictions that participate in the Multilateral Competent Authority Agreement on the Automatic Exchange of Financial Information, as provided in Executive Decree 124 of May 12, 2017.

Item 18 of article 2 of Executive Decree 124 of May 12, 2017 defines a participating jurisdiction as one with which an agreement is in force, on the basis of which it will report the information specified in article 12 of Law 51 of October 27, 2016 and which is identified in the list that, for such purposes, the Competent Authority will publish.

Article 6 of the Convention on Mutual Administrative Assistance in Tax Matters and its Protocol ("the Convention") authorizes the exchange of information for tax purposes, including automatic exchange, and allows Panama's competent authority to agree on the scope and modalities of such exchange.

The DGI has concluded a Multilateral Competent Authority Agreement to improve international tax compliance on the basis of reciprocal automatic exchange in application of the Convention, subject to the confidentiality measures and other safeguards provided therein, including the provisions that limit the use of the information exchanged.

The complete list of participating jurisdictions, organized by continent, can be consulted in the official text of the Resolution linked below.
